Revert "clk: msm: mdss: read pre-calibrated PLL codes from dfps memory"

This reverts commit d41c1b50 ("clk: msm: mdss: read pre-calibrated
PLL codes from dfps memory") and remove parsing of pll configuration
parameter. Deprecate PLL reconfiguration feature as it is not in use.
