net: phy: micrel: Update phy driver for early ethernet

Bypass phy soft reset in phy driver on driver init as PHY
is being reset on boot up using phy reset gpio.
This is required for early ethernet feature where PHY is
required to bring up the link as soon as possible.
Bypassing the phy soft reset helps improve the kpi.
