ARM: dts: msm: Configure LMH DCVSh for SDM845

Enable LMH DCVSh hardware and associate it with the appropriate CPU
clusters for SDM845.

Define thermal zone for LMH DCVSh to enable thermal core to set
thresholds for the hardware algorithm.
