msm: ipa: increase number of pkt ctx for cv2x rsrc grp

ADPL requires minimum 2 packet context for HW replication.
Otherwise IPA goes to a bad state when ADPL is enabled in
AUTO PCIe mode for cv2x use case. Make changes to increase
number of pkt ctx for cv2x ADPL use case.
