ARM: dts: msm: config SDM845 CPRh controllers to use default step_quot

Configure VDD_APC0 and VDD_APC1 CPRh controllers to initially
use the default step_quot and then later switch to the run-time
calibrated step_quot. This may help in some cases where closed-loop
voltage gets stuck at the open-loop voltage following a DCVS switch.
