lilac: Clean up use of target-specific powerhint.json 

  * Move TARGET_USE_CUSTOM_POWERHINT to device.mk to makre sure it get included early enough and to match yoshino-common
  * Move its PRODUCT_COPY_FILES to device/config-files.mk
