overlay: Import poplar CarrierConfig entries for Indian carriers

Turns out, we do have these modem modifications for lilac as well, but Sony doesn't support IMS for these on stock lilac - probably because it isn't officially sold there.

By flashing the Indian poplar oem however we can make this work on lilac as well. So enable IMS for these carriers like on poplar.
