axolotl: Decrease /data/vendor_de permissions 

System init.rc creates this folder with root:root 0771 permissions.
Unfortunately we need the system group so fingerprint tz applet can
access /data/vendor_de, however the ODM seems to have given
excessive permissions. Trim them down.
