j5y17lte: fix fingerprint hal

1) android.hardware.biometrics.fingerprint@2.1-service.samsung is a blob
so gets copied over and not needed to be build

2) as that blob is available as 32bit only we need to ensure that the
corresponding lib is available as 32bit as well

fixes:
