FP5: Use content detection for refresh rate

  • Issues: e/devices/backlog#855
  • Steps to reproduce:
    1. Compiled a local build with v1-t-855devices_FP5-bootanim branch
    2. Flash the build and reset the device
    3. Enable developer options and note default refresh rate shows up as "90Hz"
    4. Reboot the device and note no artifacts on boot animation
    5. Repeat step 4 2-3 times and still no artifact
