FP3: Remove vendor/lib64/libllvm-qcom.so

* This file is large and apparently not being called by
  any other libs or services which only want to see the
  one in vendor/lib/. No difference without it other than
  a complaint in logcat after deleting both:

`W/Adreno-GSL: <os_lib_map:1435>: os_lib_map error: dlopen failed: library "libllvm-qcom.so" not found, on 'libllvm-qcom.so'`
