FP3: gps: Update GPS project from stock 

* From LA.UM.10.6.2.r1-01200-89xx.0 tag
* Update LOC_HIDL_VERSION to 4.0
* Update GNSS HAL to 2.1
* Drop gnss entry from manifest since they
are now converted to VINTF.
