FP3: Disable proprietary APE parser

The proprietary parser has security issues and won't receive updates
anymore on the msm8953 platform. Unset bit 19 of the bitmask to disable
it.

We don't have any other APE "Monkey's Audio" parser/codec available at
the moment, so APE support will be dropped with this.
