removing ,encryptable=footer will make already encrypted sdcards of updating users not mountable, this is an update risk

I looked through the code in e/backlog#2610 (comment 113890) and .. I guess there is no other way to avoid the has_adoptable flag.

don't know what is the percentage of FP3 users with adopted sdcards that will see this
