audiod: Call notifyAudioSystem from audiod even for the first bootup

Issue is when SSR happens during bootup, Dolby license is not being
sent to DSP. From userspace Dolby license will not be set again until
next SSR.So Dolby is failing because of this.
This change makes sure that, Audio System will be notified always
when the snd card state is ONLINE.
