hal: cirrus_playback: trigger tuning file loading on init

This patch enables loading the per-design tuning file located in the
vendor firmware directory. It also cleans up the file by renaming the
mutex and reduces period size for rx.

Test done: boot and check on the tuning checksum loaded:

$ adb shell tinymix "Cirrus SP EXT Config" 0
$ adb shell tinymix "Cirrus SP EXT Config" 1
[Play an audio content]
$ adb shell /data/cirrus_sp_status
...
Checksum Tuning TX=-373044106 RX=-1089243130

Verify the checksum matches the expected values.
