AHAL: skip pausing for VOIP RX stream 

Only direct outputs have pause/resume requirement
from audioflinger. VOIP is set direct flag
in qcom audio policy config file, but VOIP
doesn't need pause/resume actually.

Skip pausing for VOIP RX stream.
