audio-extn: use LOCAL_HEADER_LIBRARIES to access headers

As we removed local_copy_headers in source folder where header
is referenced by replacing with LOCAL_EXPORT_C_INCLUDE_DIRS,
adding LOCAL_HEADER_LIBRARIES to refer headers from library.
