PowerLog: Enable for userdebug and eng builds only 

We choose to read the property ro.build.type rather than
using makefile based check:

ifneq (,$(filter userdebug eng, $(TARGET_BUILD_VARIANT)))

Test: verify with AudioFlinger dumpsys (eng, userdebug, user)
