configs: set TX_DEC2 Volume value for newly added snd_device_name

for unprocessed record on handset-mic

Set TX_DEC2 Volume to appropriate value 102 for the newly added
snd_device_name for unprocessed record usecase on handset-mic and
avoid other input which use handset.
