bengal: Enable MPEGH features

-Enable MPEGH Decoder compilation flag
-Add Handset Generic Quad Mic ACDB ID for Ambisonics topology
-Add Ambisonics capture flags
-Add dedicated profile for quad mic use case to make sure HAL
 selects proper topology (quad mic).
