hal: re-enable voice call if disable during device switch
Voice call was getting de-activated if force routing is enabled due to change in backend configuration or if there is device switch during in-call record usecase on devices sharing same backend. Voice call was not restoring back upon de-activation due to the changes added through CR 694397 to support DSDA feature. Since DSDA feature is no longer supported, removed the changes added to it.
