configs: apq8098_latv: Add multichannel support for MP2 

	- Mutichannel support from 2.1 to 5.1 channels added in audio_policy
	- Added these Mch flags under compressed_offload
	- MP2, EAC3 formats under compress_offload added in audio_policy.conf
	- Above audio_policy.conf changes are to keep it inline with audio_policy xml
