bengal: Bypass haptic data for Divar gaming

Make use of existing audio-with-haptics usecase,
however it skips haptic frames and writes only
audio frames.

Add new policy config xml to load usb legacy hal for
Divar Gaming SP.

The only difference between the pre-existing and new
policy config xml file is to load usb legacy hal and
support "haptic output" profile, rest remains same.
