hal: Configure headphones to 48Hkz sample rate.

When music is played in QQ music app on headphones and when headphones
are removed there is a big noise.
This is because the sample rate is not updated to 48Khz during switching from
headphones to speaker.
Add change to reset backend of headphones to 48Khz during switching
from headphones to speaker when the same usecase continues.
