hal: Added missing vorbis format in compress_offload_24

Volume change for vorbis format 24bit not working
as the format is missing in audio_io_policy and hal
is selecting wrong app_type topology which dont have
volume module

Added AUDIO_FORMAT_VORBIS for compress_offload_24
