Cannot add exclusions to do-not-disturb

Summary
In the settings for the Do-Not-Disturb mode, you can add messages or calls from certain contacts that are allowed to ignore the setting. However, when trying to add contacts to this list, the ordinary list of contacts opens - not in selection mode. So it works exactly as if the list of contacts was opened normally (selecting one just opens it with the option to call or edit) and does not provide any means to actually add contacts to the list.

Steps to reproduce
- Open Do-Not-Disturb settings
- What is allowed to interrupt during Do-Not-Disturb: Persons (I'm translating back from German, so I don't know whether the titles are 100% accurate)
- Either Messages or Calls, doesn't matter
- Edit the list of selected contacts
- The normal contact list opens
What is the current behavior?
If you tap a contact, it simply opens its details. If you tap longer, you can select multiple contacts and then choose to delete or share them, but not to apply this selection
What is the expected correct behavior?
The contact list should open in selection mode, and it should be possible to confirm the selection so that these contact then appear on the list of exclusions.
