Silent (only vibration) emergency alert / cell broadcast message on OnePlus Nord

This bug is similar to the already fixed Fairphone issue #6362 (closed).

Description:

The OnePlus Nord should always initiate an alert sound at maximum volume, independent of the current settings "Do not disturb", “vibration only” or other sound-related settings. Especially the 3-position hardware switch of the Nord to set the phone's alarm sound behaviour to "normal", "vibration", and "silent" should be ignored!

I got a cell broadcast emergency alert 10 days ago while the switch was set to "vibration". There was no alarm sound, but the vibration.
