Emergency Cell Broadcast notification is silent

Today was the National Alert Day in Germany, meaning that at 11 o'clock the government issued a general emergency alert as a drill via all available means of communication, including Cell Broadcast (DE-Alert). While a corresponding emergency message was displayed as a popup on my phone, there was no notification sound.

(Many other phones around me (Stock-Android and iOS, I guess) did, in fact, play a beep-beep-beep emergency sound.)

During the drill, my phone was in “Do not disturb” mode, but even after disabling it, no sound was played.

Cell Broadcast emergency notifications should ALWAYS initiate a siren sound at MAX volume, regardless of “Do not disturb”, “vibration only” or other sound-related settings.

Here's a screencast of the incident. I started the recording a few minutes before 11 o'clock. When the emergency message was received, the screen was turned on again automatically.
