Summary
When the phone is locked, swiping is very different (worse) than when the phone is unlocked. On lockscreen swiping, to actually achieve the desired effect, like swiping away a notification or swiping down the top option menu, one has to swipe extremely thoroughly or fast or violently, at best over the entirety of the screen. This is very different from when the phone is unlocked, where barely any swiping movement is necessary to achieve that effect.

What is the current behavior?
On lockscreen swiping, to actually achieve the desired effect, like swiping away a notification or swiping down the top option menu, one has to swipe extremely thoroughly or fast or violently, at best over the entirety of the screen.
What is the improved behavior?
Same as when the phone is unlocked, easy swiping should be enough.
What does it bring?
Brings back normal lock screen swiping functionality that is not annoying.
Validation
Compare lock screen with swiping with unlocked phone swiping. When there is no noticeable difference, it's fine.
