Smooth Display setting causes screen to slightly flash in dark mode

Summary
When the "Smooth Display" setting is enabled in Settings>Display and the phone is in dark mode after five seconds of inactivity the screen slightly flashes/flickers and contrast seems to lighten up. When the screen is tapped it goes back to a normal dark mode. But then five seconds later it flashes/flickers again. I also believe this setting was causing my phone to freeze when scrolling in a web browser. This issue only happened occasionally, but I have not experienced this issue yet since I disabled "Smooth Display" setting.

Steps to reproduce
Enable "Smooth Display" in Settings>Display. Set phone to dark mode, open Settings or message app or any app with dark mode, wait five seconds and there will be a slight flicker
What is the current behavior?
The screen flashes/flickers when in dark mode after five seconds of no activity.
What is the expected correct behavior?
Enabling "Smooth Display" in Settings>Display should not cause any flashing/flickering in dark mode and scrolling should smooth.
