Camera slow to take pictures after settings reset

Summary

Appears that resetting camera settings, causes the camera to take pictures slowly.

The problem

Steps to reproduce

Open camera > settings > settings manager > reset settings Now hold the camera steady focused on one point, click to take picture. It takes about 1-2 seconds to take a picture. note: slow picture taking when moving is another issue: #6465 (closed)

To fix the camera, disable in settings > "Use Camera2 API" , then enable the same setting again. Now the camera takes pictures normally.
