Summary
TL;DR: The highest emergency level in the EU-Alert standard is not called “Presidential Alert” (that's US terminology).
Once again, today, the German Federal Office of Civil Protection and Disaster Assistance (BBK) conducted the annual nationwide alert day, sending test alerts via DE-Alert (Cell Broadcast) to all mobile phones.
EU-Alert level 1 was used, which my FP3 displayed as Warnung auf höchster Stufe
(= “Warning on highest level”) with the system language set to German. When using English as the system language, EU-Alert level 1 is wrongly called “Presidential Alert”.
The problem
Steps to reproduce
Be located in the EU while receiving an EU-Alert warning and set the system language to English. ¯\_(ツ)_/¯
What is the current behavior?
EU-Alert level 1 is wrongly called “Presidential Alert”.
What is the expected correct behavior?
EU-Alert level 1 should be called something like “extreme threat”.

Solutions
Possible fixes
Officially, today's DE-Alert warning was sent as Warnstufe: Extreme Gefahr
(= “alert level: extreme threat”), as stated on the BBK's website:
The official EU-Alert docs (RTS/EMTEL-00045) don't mention explicit names for the four alert levels:
Wikipedia mentions the terms “extreme threats” and “severe threats” for the alert levels.
The offical DE-Alert docs (TR DE-Alert by Germany's Federal Network Agency) say:
MoWaS warnings of “Level 1, high” with [...]
alert.status = actual; alert.scope = public; info.severity = extreme; info.urgency = immediate; info.certainty = observed
shall be implemented as “EU-Alert Level 1”.
