Second user account leads to error message 'Advanced Privacy will be closed repeatedly'

- Create a second user
- Use same SIM and allow to share phone and SMS
- Switch to that user
- Wait until an error message pops up
What is the current behavior?
After step 4 above, a small dialog pops up showing an error message concerning Advanced Privacy. The English version of the message is probably similar to this:
Advanced Privacy will be closed repeatedly

Clicking on app information leads shows the app info very shortly and changes then to a new page which has the following content:

Can't load Android system. Your data may be corrupt. If you continue to get this message, you may need to perform a factory data reset and erase all user data stored on this device.
Clicking on the left arrow gives further options:
- Reboot system now
- Apply update
- Factory reset
- Advance
What is the expected correct behavior?
I expect to use an additional user account without interruption and recommendations about of performing a factory data reset. This is what I did as it happend the first time.

Workaround
Use the Reboot system now option above and delete the second user after logged in as admin again.
