Settings app keeps crashing [can't connect to Wi-Fi] + Sporadic reboots

Summary
Trigger event seems to be a USB tethering connection: Settings app keeps crashing preventing to connect to Wi-Fi and accessing app through "Apps and notifications". The phone also reboots for no reason when locked or when turning off mobile data.
The problem
Since using my phone with USB tethering, the following behaviors appeared: [note that they appeared with the previous /e/ version and updating it with 1.3-20220825213388 did not solve the issue]
- the Wi-Fi section of Settings app keeps crashing (see screenshot) preventing me to connect to any network (even registered ones, to which the phone should connect automatically). The on/off Wi-Fi switch still works (in Settings app or via the notification panel) and I can see the list of Wi-Fi networks via the notification panel. When I click on the network (notification panel) or the Wi-Fi button in "Network and Internet" the Settings app crashes.
- when disconnecting the mobile data through the notification panel, the phone often reboots
- the phone sporadically reboots itself (when locked)
- the Settings app crashes when I try to access apps through the "Apps and notifications" menu
