WiFi Hotspot shuts down when phone screen locks

Summary
WiFi hotspot, once set up through Settings, stops offering service as soon as the screen locks.
The problem
Steps to reproduce
- In Settings > Network & Internet > Hotspot & tethering, click on "Wi-Fi hotspot"
- Connect other device to the hotspot WiFi to verify that it functions
- Lock screen. This will cause the hotspot WiFi to stop
- Verify that hotspot WiFi has ceased.
What is the current behavior?
I turned on the WiFi hotspot on my phone (to create WiFi for my laptop) and it worked until the phone's screen went dark (it was timed to do so after 1 minute). I changed the screen timing to 30 minutes, and then the hotspot worked as long as the screen stayed on.
I tested this with battery saver mode on and off; the WiFi hotspot behavior is the same
What is the expected correct behavior?
Once turned on, the hotspot should continue to function, whether the phone's screen is lit or not, until the user turns off the hotspot, or (possibly) some amount of time passes. If the hotspot shuts off after a fixed period of time, warning notifications should be given several minutes before the deadline is reached.
