Mobile data usage with data saver settings
(Issue title)
Mobile data usage with data saver settings
Summary
I set up my smartphone from the scratch, with Data Saver settings activated (with 6 exceptions), subseuently I observed the following data usage within 1h: 100MB system + 50MB podcast app. The amount of data was not (yet) excessive but the usage of the podcast app was restricted.
So maybe I am mistaken, but I was thinking when Data Saver mode is enabled, mobile data usage is resticted to a minimum and apps which not have been exempted are completely blocked from the mobile Internet.
Questions that arose for me as a user:
- What systems services still have data access in Data Saver mode where I am not able to restrict access?
- Is it possible (and desirable) that restricted apps still have mobile data access in Data Saver mode?
My device: Redmi 4X/Santoni
Podcast app in question: Soundwaves
System: dev-eel-0.6-o-20190608
What is the expected correct behavior?
- In data daver mode the system should access KB/hour of mobile data rather then MB/hour.
- Apps that are resticted in mobile data access should produce zero mobile data traffic.

I observed very high usage data recently on the same device and reported this issue. Eventually, the cases are linked to each other: https://gitlab.e.foundation/e/management/issues/383 (and: https://gitlab.e.foundation/e/os/android/issues/15)
