Outgoing calls fail on z3c and suzuran

Summary
The phone will not make outgoing calls or send SMS. Receives incoming calls and SMS with no problems.
The problem
Initiate a call, either by dialing a number, clicking the 'Call' icon in Contacts, or from the Call history view.
What is the current behavior?
The phone app starts to make, the call. After a few seconds (more than 5, less than 15) the call ends, the 'Call ended' message is shown on the call screen, for a while before the call screen closes and returns to the previous screen. The call is not routed to the called phone.
What is the expected correct behavior? The call should be connected to the called phone

Here's the log file from the failed call
This is probably related to a similar bug where the phone fails to send SMS (issue #3244 (closed)). The log files for both contain lots of instances of the following error block (which does not occur in the log from the v0.17-q build for suzuran, where outgoing calls do work)

Workaround
No workaround I could find: I tried Settings | System | Advanced | Reset options | Reset Wi-Fi, mobile & Bluetooth, but this had no effect
