v0.15 OTA update fails to run on multiple devices.

Steps to reproduce
Download the v0.15 build OTA and run install.
What is the current behavior?
The build should automatically install the updated build. This is not happening. The user gets stuck at the boot up screens.
What is the expected correct behavior?
The installation should complete and the phone should boot into v0.15

Workaround
The user can manually browse to the downloaded build and run the installation. This works if they have TWRP on the phone.
