0.15 20210313105774-dev-zenfone3 update fails with bootloop

Summary

The OTA update to 0.15 fails with bootloop. Solved by reinstalling e-0.13-p-2020120889008-dev.

The problem

Either OTA update or sideload 0.15 20210313105774. The phone then reboots to fastboot. This was also the problem with 0.14, as described in #2461 (closed).
