The display is always on while charging the GS290

Summary
When the phone is turned off, charging it causes the display to be always turned on, causing a useless battery drain.
The problem
Steps to reproduce
- Turn off the phone
- Plug it to charge it
- (You can also plug the phone and then turn it off, it will be the same)
- The phone will show the manufacturer logo and then display the black screen with the white battery logo animation
- The white battery logo animation will disappear. Normally the display should go off but no, it's still on. If it was an OLED display it wouldn't be a problem but since it's a LCD display it uses battery for nothing. You might not notice this if you are in a bright room.

The display should be off after some time while the phone is off and charging, instead of being on all the time.
