Remove libbatteryservice.

libbatteryservice and IBatteryPropertiesRegistrar.java used to
define the binder connection between framework/storaged and healthd.
Now that framework/storaged and healthd are communicated via hwbinder
(android.hardware.health@2.0 HAL), this library can be removed.
