Determine whether the IMS has been registered through the MMTEL registration... 

Determine whether the IMS has been registered through the MMTEL registration status and RCS registration status.

When the RCS is only registration on Internet PDN, the mmtel won't be registered and it is expected to PUBLISH device capabilities.
