apns-conf: Update for Tello (mcc="310" mnc="240") 

* https://tello.com/help_center/what-apn-settings-are-needed-with-tello
* Also retain other MVNOs having the same configuration as they are
  checked against `mvno_type` and `mvno_match_data`.
