libcutils: fs_config.c mark vendor, odm and oem partitions in duplicate

(added "system/vendor/bin/hostapd" to list)

Cover both direct and symlink indirect paths to the referenced
files in the vendor, odm and oem partitions.

Test: compile and hand-verify properties
