freezer: allow dynamic changes to freezer.state

create new profiles to allowing thawing and freezing back the freezer
cgroup

Bug: 151225245
Test: Manually verified that using the SetTaskProfiles method on the
profiles thaws and freezes back the freezer cgroup.
