Allow android::base::ScopeGuard in STL containers

This change lets android::base::ScopeGuard be useful in STL containers
(e.g. std::vector<android::base::ScopeGuard<std::function<void()>>>). It
also provides perfect forwarding for android::base::make_scope_guard.
