Update add resizetasks to work in update

Old should_flash_in_userspace doesn't work if $ANDROID_PRODUCT_OUT is
not set. Also adding in a check to see if resizetasks were added
correctly

Test: fastboot update update.zip without $ANDROID_PRODUCT_OUT and
removing the flashsuperlayout code.
