Use bootstrap linkerconfig from early init 

Linkerconfig will be moved into Runtime APEX, so
/system/bin/linkerconfig would not be available before APEX is mounted.
Use bootstrap linkerconfig instead during early init.

Test: Cuttlefish boot succeeded
