Modify listener for changing phone account ID in calling account settings in of call settings

To activate or deactivate phone account ID, preference should be clicked not switch button.
If switch button is clicked UI seems to change normally but it doesn't in actual.
So I replace onClick() API to onPreferenceChange() for validating its status.

Test: Activate or deactivate phone account ID by clicking switch button in calling account setting of call settings
